Registers a new communication protocol to be used with the toolkit.

Pointer to an ILMNetProtocolManager interface.
A character string that contains the new protocol name to register.
The new protocol class ID to be registered.

The new protocol will be identified by the toolkit where the URLs of this protocol can be used to establish connections using the toolkits functions.
