Allocates the memory for the waveform group.

L_LTDIC_API HDICOMWAVEFORMGROUP L_DicomWaveGrpCreate()
A waveform group handle.
The allocated memory is freed by calling L_DicomWaveGrpFree.
This function must be called before calling any of the waveform group related functions.
Win32, x64, Linux.
For an example, refer to L_DicomChannelSetSamples8.
