Adds a new waveform annotation to the channel.

A DICOM waveform channel handle
Pointer to a DICOMWAVEFORMANNOTATION structure containing the new waveform annotation attributes.
| Value | Meaning |
|---|---|
| DICOM_SUCCESS | The function was successful. |
| > 0 | An error occurred. Refer to Return Codes. |
This function fails and returns DICOM_ERROR_NULL_PTR if pAnnotation is NULL.
Before calling this function, initialize pAnnotation->uStructSize to be sizeof(DICOMWAVEFORMANNOTATION) and initialize all the members of the structure.
