Initializes the toolbar handle.

The function was successful.

An error occurred. Refer to Return Codes.

Comments

This function must be called before calling any other toolbar functions.

A toolbar handle will be valid after this function is called. However, LToolbar::Create must be called in order to call any other Toolbar functions.
