Initializes the LEADTOOLS Peer-to-Peer DLL.

Returns

SUCCESS	The function was successful.
< 1	An error occurred. Refer to Return Codes.

Comments

This function initializes the LEADTOOLS Peer-to-Peer DLL. This must be the first function that is called before using any other Peer-to-Peer functions. For each call to L_InetStartUp, there needs to be a corresponding call to L_InetShutDown.
