Is there a function I can use to determine if I need to set DicomGetImageFlags.AutoApplyModalityLut in DicomDataSet.GetImage?

Using this flag depends on your application. If you use it with an image that does not contain a Modality LUT, it should have no effect.

If there is a LUT, it's up to you to either let the function apply it automatically, or if you need the un-scaled data for your own purposes, you can choose not to use this flag.
