What i want to do is make a program that a person can zoom in the picture, like in paint or adobe paint etc. and have the ability to zoom back out of the picture normal size. how do i do that?

You can use the ScaleFactor Property to implement Zooming features in your application. You can find an example in our WPF help file in the help topic "ScaleFactor Property".
