The LEADTOOLS projects from v17.5 were created and released in Mid-2011.
So Visual Studio 2019 had not yet been released.

When opening the projects you will get an option to permanently update the project to work with the latest version you are wanting to open the project in.

Since those libraries were not yet conceived of (both the LEAD and Microsoft libraries), it is possible that the updates would not be compatible after the upgrade.
Many versions of Visual Studio now allow for opening projects in previous versions, including VS 2019.

If you are going to want to upgrade the project to work in VS 2019 - I would first recommend duplicating and saving the project file folder so you have a back-up should the conversion cause problems.

It can be used with visual studio 2019 but you may need to adjust project settings for compatibility and check your system meets all requirements.
