Changes from Version 12.1 to Version 13

Version 13 of the LEADTOOLS DICOM VCL has changed from version 12.1 as follows:

LEADTOOLS DICOM VCL now supports searching the DICOM Dir data set, maneuvering through the data set, inserting and deleting key elements, and manipulating key elements.
