Decodes the input ABIC data using the ABIC decoder and returns raw uncompressed data.

DecodeAbic(RasterNativeBuffer,Int32,Int32,Int32,Boolean)	Decodes the input ABIC unmanaged memory data using the ABIC decoder and returns raw uncompressed data.
