ApplyToAllSubcellsCommand Class

Changes the value of the ApplyActionOnAllSubCells and applies that to the Leadtools.MedicalViewer.MedicalViewerCell.ApplyOnIndividualSubCell for all the cells in the Leadtools.Medical.Workstation.WorkstationState.WorkstationHostViewers
