Document Imaging System from scratch (using LeadTools).

I am in the process of writing the design/system docs for a new Document Imaging System that will replace a number of existing applications currently in use. The existing system uses a combination of TIFF, PDF and ACE (proprietary Delphi app), but we will have the luxury of standardizing on 1 or 2 file formats. One of the requirements is the ability to annotate documents and also be able to produce a “clean” original document without annotations. We also scan documents for 1D barcodes.
So, if you were able to start from scratch, what filetype(s) would people recommend that would be the most efficient in size and ease of use with the LeadTools SDK?
We have discussed having a WPF application for a rich desktop interface talking to several back-end webservices (a browser deployment is not currently a requirement).
Any advice on resources we might use for in our design study?

I would recommend TIF format for dealing with barcode, scan documents. Use JTIF for photograph. You can store annotations embedded with the image. PDF/A can be used for test of the document types. Idea is to pick a format that supports compression and also allows interoperability.
