This issue is caused by the TwainDSM.dll.  This DLL does not return the WIA drivers. 

If you test with Twacker.exe you may find the driver is listed.  This is because, by default, Twacker is not set to use Twain 2.0.  It will load the twain_32.dll which will list the WIA drivers.
If you select the option in Twacker's File menu "Twain 2.0" (FILE | TWAIN 2.0) you will then see the WIA source is not shown.  This is because Twacker is now using the TwainDSM.dll.

LEADTOOLS will use the TwainDSM.dll if it is found.  If it is not found we will use the twain_32.dll. 

If you're having this issue, and you wish to use the WIA driver with LEADTOOLS, you will need to rename the TwainDSM.dll or remove the file.
