LEADTOOLS version 13 supports loading PDF version 1.3 (4.x) or earlier.
Regarding saving, version 13 supports saving PDF version 1.2 (3.x).

that mean. the v13 can not load the pdf version 1.4 or above?

Yes, you can't load PDF version 1.4 or above using LEADTOOLS version 13.
The latest version of LEADTOOLS (version 17) can load PDF files version 1.6 or earlier. You can download the free evaluation version from our website.
