What is the file version of Leadtools.dll that you are using?

Which DLLs do you have referenced?  You are probably missing the necessary Codecs dlls (i.e. Leadtools.Codecs.Tif.dll, Leadtools.Codecs.Cmp.dll, etc.) for the file formats that are in that folder.

Do you get any errors if you try to load a single image with the RasterCodecs.Load function?
