My need is the opposite of OCR.

I have forms that consist of separate text files (data) and background images (labels, lines, blocks, etc.).

Rather than finding blocks and extracting text, I want to find blocks, place text and output the merged (annotated, branded, burned, stamped or whatever you care to call it) result in a single page, single-layer image format.  The single-layer requirement is mandatory.  The image format is pretty flexible although I'd prefer TIFF, JPG or DjVu.

Can any LEAD Tools product do this?.

toolkits provide a variety of Annotation objects that can be either saved
separately in their own layer, or printed (burned) on the image pixel data
itself then saved as one layer. This is supported in our Document Imaging toolkits (but not Raster Imaging Pro).

Since you
don't want the annotations to be kept as separate objects, Raster Imaging Pro might
be enough for you, since it allows integrating images with Windows graphics
drawing. This enables you to draw shapes and text on the image itself, and save everything in any supported file format.

I'm not
sure what you mean by finding the blocks, so if you need our toolkit to help you with that part, please explain it in more details.
