Failed to read Chinese characters from dicom file using ISO

When I try to read Chinese character in a Dicom file(see attchment 1.dcm zipped in 1.zip) using ISO_IR 6 Character set, the return string with unintelligible code. If I open the dcm file using some hex editor(for example:UltraEditor)，I can see Chinese characters in related field offset. Following is the repro code:
