Is the machine that is working properly your development machine?
In other words, does it have the entire LEADTOOLS v18 SDK loaded on it?

Is the machine that has the Windows 10 on it, a deployment machine?
In other words, does it NOT have the LEADTOOLS v18 SDK on it?

Can you provide the line of code that is causing the exception to occur?
What line is producing the "file not found"?

On deployment, did you check to make sure that ALL file paths to references were changed over to point to locations on the new machine?

We work in house with Windows 10 regularly.
I am not sure that the OS here is the issue.
This sounds very much like a deployment issue.

Any additional information about your setup that you think might be helpful would be greatly appreciated.
