What if the annotation was rotated and part of the annotation is not within the area of the image in the viewer. How could you move the annotation automatically back to within the confines of the image?

I don't fully understand the scenario you are posing. Is the annotation rotated before or after all annotations are restricted to the viewer? Are you loading annotations into the viewer where the annotation file may position the annotation outside of the viewing area but the file is loaded into a container & viewer where the bounds are restricted?
What exactly is the order of steps here with regard to the annotation being created and the annotations being restricted to the viewer?
