Did the Med. Image Suite 14.5 support windows7 32bit? When I register Dlll's like ltann14n.dll I get a error.

LEADTOOLS v14.5 works on all Windows platforms that support Win32, including Windows 7. Please note that not all DLLs can be registered or need to be registered. For example, the DLL you mentioned ltann14n.dll is not a COM object or ActiveX control, and therefore cannot be registered.
