Yes, you can convert a PDF to TIFF by using RasterCodecs.Load() to read in the PDF, and RasterCodecs.Save() to generate the new TIFF file. If the PDF has multiple pages and you only want to select specfic pages for conversion, this is possible with the overloads available for the Load method.

You can find out how many pages an image has by using the RasterCodecs.GetInformation() method. This will return an instance of the CodecsImageInfo class, which you can check for the total pages.

I would also recommend checking out the CodecsPdfLoadOptions class for modifying the default PDF loading options.
