Saving bitmap images as PDF pages is very easy using LEADTOOLS. It involves as little as one line of code:
rasterCodecs.Save(RasterImage, "Filename.pdf", RasterImageFormat, BitsPerPixel)


The RasterImageFormat parameter controls the compression type, and can be one of the following:



Format
Compression type


RasPdf
Uncompressed. Not recommended for most applications because it produces large page size.


RasPdfCmyk
Also uncompressed but with CMYK colors.


RasPdfG31Dim
Fax G3 1D Compression. Only bitonal. (2 color black and white)


RasPdfG32Dim
Fax G3 2D Compression.Only bitonal.


RasPdfG4
Fax G4 Compression.Only bitonal. Very good for text-based images.


RasPdfLzw
LZW Compression. Supports different BPP values.


RasPdfLzwCmyk
CMYK support and LZW Compression.


RasPdfJpeg
JPEG 4:4:4 Compression.


RasPdfJpeg422
JPEG 4:2:2 Compression.


RasPdfJpeg411
JPEG 4:1:1 Compression.


RasPdfJbig2
JBIG2 Compression. Great for B/W text-based. Usually higher compression than Fax G4.


RasPdfJpx
Jpx Compression.


PdfLeadMrc
A single PDF page can contain various segments with different BitsPerPixel values and different compression types, based on the content.
