I am using LT17.5 and VB.net.
I want to pan the image using RasterImageViewer control. Image is loaded into the control as fit to using RasterPaintSizeMode as Fit. I want to pan the image without scrollbars and without zoom.

Panning the image with SizeMode is set to fit means part of the image will go outside the viewer and will not be visible as shown in attached illustration. Is this what you're trying to do? If yes, there is no default mode in our viewer and you can achive that using mouse move events and custom paint.
If that is not what you need, please send me more details about your requirement and what are you trying to achieve.

In simple word, I want the functionality like 'Offset' in CSMedicalViewerDemo_Original sample provided using RasterImageViewer.
Is there somthing available? Does that controls has some proeprties to achieve the same.

There is no default mode in our viewer that does this.
However, you might be able to achieve that using mouse down/move events and custom painting.
To do the custom painting, you will need to disable the default painting of the RasterImage in our control, and instead perform your own painting using the RasterImagePainter Class. This class allows you to specify the exact rectangle where you want the image to be painted using the Paint Method.
