The attached file contains a solution with 2 projects:
- DLL project using C++ to enumerate and return all the text from text objects in a vector file.
- EXE project written in C# that uses the DLL
The code uses LEADTOOLS 17.5 C DLLs and is written using Visual Studio 2010.

I'm attaching a 32-bit edition of the 2 demos that works with Visual Studio 2008.

Updated to LEADTOOLS v19 with Visual Studio 2017. Changed to Visual Studio 2010 (v100) Platform Toolset. Also changed project to automatically select dll's for running in 32-bit and 64-bit.
Extract folder to "C:\LEADTOOLS 19\Examples\DotNet\CS\" to use the example.

There is an included DGN file ("CS_VectorTextEnum.dgn") for testing, copy to the "LEADTOOLS Images" directory ("C:\Users\Public\Documents\LEADTOOLS Images\") before running.
