I have a BMP file that appears to have no X or Y resolution stored in the header.
Different image tools show different dpi for the file.
Paint.net shows 96, photoshop elements shows 72.

I am using the following code (Leadtools v15) to get the XResolution, and it is returning 150;
Is 150 a default setting? Is there any way to determine a default has been returned?

Yes, if the image doesn't contain DPI values, it's given a default resolution values (DPI) of 150.
You can determine whether or not the file has resolution values (DPI) by using the CodecsImageInfo.HasResolution property.
