I have some video files on a PC and I want to stream them to a different computer over network such as UDP. I do NOT want to capture from camera like most streaming applications do in video conferencing. I only want to send videos already on the source PC.

Edit: Nevermind, I contacted Lead support and they gave me the solution

For the benefit of anyone reading this post, the solution is quite easy using our Multimedia toolkit.
The LEADTOOLS Convert control can take a source file of any supported media type such as AVI, MPEG, OGG, etc. and send it to a network stream over UDP, TCP, RTP or other protocols. To do that, specify the target URL in the control's TargetFile property and the Convert control will automatically build a suitable graph using one of our network streaming components.
For details, see the topic "Target Filename Syntax" in the LEADTOOLS Multimedia help files.
