Is there a format conversion chart anywhere?

Either something that tells me if I want to convert from RasterImageFormat #1 with BitsPerPixel #1 to RasterImageFormat #2 what the BitsPerPixel #2 should be?

Or is there something out there that tells me if I have RasterImageFormat #1 what formats are available to convert to?

If you look in the .NET help file sections about File Formats like BMP, TIFF, JPEG, etc., you will see that it lists every possible Read and Write bpp supported. There are no limitations on which formats you can convert to, any image that we can open cane be saved out to any image format we support, only restricted by the Write bpp of the format you are saving to.
