When displaying a bitonal file, it looks pretty grainy.  I converted the file to an 8 bit Grayscale and the image looks a lot better.  However when implementing the rotate method it takes 3 seconds to rotate 90 degrees.  I could shave 1 second off of the rotate by changing it back to a bitonal bitmap, rotating and then changing to grayscale again.

Is there a better way of either impoving the quality of the image when displayed AND have fast rotates.

When dealing with 1-bit (B&W) images, you should use the Scale To Gray or Favor Black display options. These are available in Document Imaging and up.

Converting the images to 8-bit is not a good solution because you are increasing the size/memory requirements by a factor of 8.

As for Fast Rotate, if you are only wanting to rotate for display purposes, use the Fast Rotate features.

Which platform are you using (COM, API, etc.)?
