To allocate the memory for a Data Set, call L_DicomCreateDS.
To create a Data Set that includes elements for a specific class, use L_DicomInitDS.
After calling L_DicomResetDS, the handle to the data set is still valid. The data set can then be repopulated by calling L_DicomInitDS, L_DicomLoadDS , or L_DicomLoadDSMemory.
