Enables or disables user defined time limit.

Parameter	Description
pCapture	Pointer to an IltmmCapture interface.
newVal	Flag that determines whether to enable or disable user defined time limit. Possible values are:
	Value	Meaning
	VARIANT_TRUE	Enable user defined time limit.
	VARIANT_FALSE	Disable user defined time limit.
