Enables or disables capture close captioning.

Parameter	Description
pCapture	Pointer to an IltmmCapture interface.
newVal	Flag that determines whether to enable or disable close captioning. Possible values are:
	Value	Meaning
	VARIANT_TRUE	Enable close captioning.
	VARIANT_FALSE	Disable close captioning.
