Initializes the paint handle.

Comments

This function must be called before calling any other paint functions.

A paint handle is valid after calling LRasterPaint::Initialize, and will remain valid until LRasterPaint::Free is called.

For every call to LRasterPaint::Initialize there must be a call to LRasterPaint::Free.
