Changes from Version 12.1 to Version 13

Version 13 of the LEADTOOLS DICOM API has changed from Version 12.1 as follows:

LEADTOOLS DICOM API now supports JPEG 2000 compression of Pixel Data Elements.

LEADTOOLS DICOM API now supports the security to DICOM communication.

LEADTOOLS DICOM API now supports annotation files stored in DICOM data sets.
