The attached example uses the Leatools TextOverlay filter to display scrolling text that can be edited during play back (without the use of a Text Overlay XML File).
To use:
Run the application and open a video file. Use the sliders to adjust the scroll speed and color of the overlay text. Use the text box to change the text being displayed. Use the Numerical control to adjust the text's font size.
This project uses:
.NET3.5 (x86)

Updated to LEADTOOLS v19 with Visual Studio 2017. Also changed project to automatically select dll's for running in 32-bit and 64-bit.
Extract folder to "C:\LEADTOOLS 19\Examples\DotNet\CS\" to use the example.

Updated Project to LEADTOOLS Version 20 using Visual Studio 2019. This project is using the x86 Architect.
